Indeed part of NE's guidance refers to investigating sett entrances for prints and hairs or placing small sticks across the entrance in order to determine if the sett is in current use (whereupon other activites might require licensing). There is no suggestion that the investigating referred to requires licensing or is illegal in NE's opinion.
