Eglantine germinates readily after cold stratification, I guess the same would apply to R.rugosa; the draw back with seed or cuttings propogation is that it's two years before you get substanial plants. Bare root plants put in this winter will be in flower next summer and have produced major growth by this time next year.

They would not be too good for security though "Rugosa" means rough rather than spiky. Best go for a flimsy type of fence which would collapse if anyone tried to climb over it and grow dogroses up it supported by stakes. Just as good for wildlife and much better as a deterrant for intruders.
