Hello and welcome.
I've seen this from time to time - in most cases it is simply the rain water creating its own foam. It does become more noticeable when there has been an outflow of sugary materials from trees e.g. when branches have been lopped thus allowing sap to flow out but also when there are a lot of aphids dripping 'honeydew' to the ground. I would not worry about any danger from this or from other native trees - sap and exudate from all are not toxic (to the best of my knowledge) just starchy or sugary carbohydrates allowing bubbles to form.
