Butterbur or Winter Heliotrope
Happy New Year everyone.
Can anyone tell me if this is Winter Heliotrope or Butterbur?
It was growing on the bank of our local river if that helps

Winter heliotrope: fewer flowers than butterbur and leaves appearing with flowers.
