Looks like it is just developing flowers - not 100% on this as your photo is rather close up  Sure Dorts or one of the others will confirm or differ.

I would go for Hemp Agrimony, good to see it alive; it’s all been sprayed with weed killer on our local common.

Yes, John is right, It's Hemp Agrimony - Eupatorium cannabinum, and a great plant for Butterflies!

I would like to try and grow some by my pond for inverts, although this area is currently inundated with nettles and probably wont grow there.

There are several garden vars. plus many other species availabe that can cope with richer soils. But I'm sure our native plant will do ok if you remove some of the top-soil.
