The first I think is Bristly Oxtongue.
I wondered if the second is Hawkweed Oxtongue (there's a smaller rosette of what I take to be Bristly Oxtongue at about 4 'clock to the centre of the image too). |

2. is Weld - Reseda luteola.
The plant to the left, looks like another Weld.
