Hi Chris. It's Cross-leaved Heath - Erica tetralix. They are the emerging flowers on the top of the stems.

Thanks Dorts. believe it or not that's the first thing i looked up purely from the leaves, but it looked nothing like any images i found. i'll be able to sleep tonight now.
