This BSBI Distribution map seems to confirm it having been recorded recently in and around London. BSBI Maps Scheme: Hectad Map
I have not come across it anywhere other than beneath garden walls or where garden rubbish had obviously been dumped, which may well be the sort of places where most of these London records were found.

Strange about these London records. Kew says the plant comes from rocks and slopes in the Himalayas Plants & Fungi: Persicaria affinis (knot weed) - Species profile from Kew
so the Scottish records would be expected. Makes you wonder if London botanists use a different criterion from the rest of us when recording plants.
