Blue flower, approx 1.2m tall. Looks like Chicory but I'm not sure the leaves match? Most illustrations / photos I've found seem to indicate Chicory has long thin leaves, which this plant didn't. 
Shrub, growing as part of a hedge. Spiky leaves that seemed to be turning from green to red, and small dusty purple berries that look like small sloes.
Any suggestions for ID appreciated

1. Probably Tall Fescue - Festuca arundinacea.
2. Chichory - Cichorium intybus.
3. Oregon-grape - Mahonia aquifolium.

We had a very similar grass posted a few weeks back, when it still had some of its flowers. I can't remember what I suggested it might be at the time. I'll have a look through, see if I can find it, may help, even if it eliminates my suggestion.
But until then, Deschampsia caespitosa is certainly a good 'possible'.
Would have helped to see the whole plant, (as we mentioned recently re. another post).

| | | Re: Grass, blue flower, and shrub for ID I agree with aeshna5 that the grass is Deschampsia caespitosa. Tall Fescue has panicle branches in pairs, not in whorls like this one has. |

good 'tufted' plant. So Deschampsia caespitosa it is.
