I'd considered an Umbellifer-type thing before posting, but later found the locallised (Nb) Flea Beetle Longitarsus dorsalis in fair number on and around the plant. It's highly associated with Senecio spp. |

As some have suggested here your rosette pics are ragwort. Looking at leaf structure and what I have seen recently recording it looks to me like a rosette ofcommon ragwort.

Agree it is an umbellifer in this pic and again looks like wild parsnip as suggested under your pic.
