Bistort?
Is this a bistort of some kind?

Looks like Persicaria maculosa. If not, something very similar.

I would agree with P. maculata, there is some blotching on the leaves and the leaf-bases are swollen.

You were right Deb London, it is P Maculosa. Its got the blotchy leaves and the ocreae round the base. There is quite a lot of it but just in one small area along a footpath.
