I think this is a garden escape, sold as Achillea Cerise Queen. There are several coloured varieties now.

Most of these garden forms originated in the wild and have been selectively bred. Bright-red plants like this are are not common but are occasoinaly found.
It would be interesting to know where exactly it was growing?
