I think your shrubs are some type of Willow, but I'm not sure which one.

Almost certainly Creeping Willow - Salix repens.
Lovely close-up of the seed head. Looks like a great coastline up there.

| | | Re: ID Help please If you just do the Hill 99 trail at Culbin, it's quite a nice one to walk, and worth it for the hundreds of Creeping Ladies Tresses that grow there. The Hill 99 trail takes you to two ponds which have Dragonflies and Damselflies in profusion, and it's also a great site for Butterflies.
Just a bit east of Culbin is Findhorn, which is another great site for plants and Butterflies. I was there yesterday evening with a small group looking at plants, including Suffocated Clover which grows nowhere else in Scotland.
