It sure is; also known as Shoo-fly Plant, Nicandra physalodes. Many years ago I collected some seeds from Scilly + germinated them. Many came up each year after removing parent plants in the autumn.

I've seen it as a casual just a few times around london. A handsome plant in flower/fruit.

Ah this IDs one of my flower pics from the summer. I found this growing at Wisley in the maize maze. Deliberate planting there though.
