I should know this one, have seen the leaves loads of times. In shade, damp ground by river.

This is a butterburr (petastites fragrans). Lovely spring sign!

Err, wrong common name - its Winter Heliotrope, Petasites fragrans.
Butterbur is Petasites hybridus and the flowers come out before the leaves show.

its Winter Heliotrope all right. The flowers of butterbur are usually bigger and as Jenny said no leaves until after the flower.
