Hi Wildone. Could this be Caraway (Carum carvi)? I'm not all that great on wild flowers I love to see them but am not adept at IDing them!!

I would guess it is a very stunted plant of Wild Carrot (Daucus carota) or possibly Upright Hedge-parsley (Torilis japonica). I would discount Caraway which has more finely dissected leaves and no bracts under the flowers.
