Bistort / Persicara Family ŽIDŽ
I found this on some cobbles in a local park. It looked like amphibious bistort but with a denser flowerhead and it was nowhere near water at all

Polgonium capitatum often grown on rockerys this why you found it in paving slabs

Persicaria capitata is I believe the current name + I've seen it naturalised in paving in London, though not common.
