Photo taken today 23 Sept.
Roadside verge nr. Whalley (Lancashire).
Overall height of plant was about 60-70cm.
Top of the plant, above what shows in the photo, had gone-over, and was a single spike that looked dry, grey & "seedy".
( Should've took another photo  ).

I think Purple Toadflax Linaria purpurea, a small lateral spike on as you say a dying plant. The colour is a bit glary (is that a word!!?)!

I was thinking purple toadflax, but I didn't notice the long spur that each individual flower should have at the rear.
(Mind you I did nearly get run over by a lunatic speeding round the bend on the very narrow road when I was taking the pic. - kind of focuses your attention on other things that does).
On looking more closely at my photo though, I can see a couple of these spurs, so purple toadflax it definitely is.
