| | | Re: sea carrot? The stem and bracts look about right ??, the flower looks a tad on the small side, but if it isn't sea carrot, I think it's a close relative. You need expert opinion; Aeshna5 is normally good at this sort of thing. 
Also, when asking for ID, it's a good idea to post pictures of the whole plant (with an indication of size) close-ups of the leaves, and different stages in flower development - especially the seeds if there are any.

Wild Carrot has very contracted fruit umbels, with Sea Carrot the heads stay much flatter |
