Unidentified Verbascum

Can anyone help with the ID of this verbascum? It looks just like Dark Mullein (Verbascum nigrum) except that the flowers are white not yellow, as is normal. Are there white flowered forms or is this something else?

Looks like a Twiggy Mullein to me!

Thanks, I'd considered that, but my books suggest that Twiggy Mullein is like Moth Mullein in that the flowers are fairly well spaced out along the stem on visible stalks, whereas these are tightly bunched on very short stalks. This picure was taken in my local churchyard in north Surrey - Dark Mullein is fairly common around here but I've not come across Twiggy M.
