Blue Water Speedwell, Veronica anagallis-aquatica, possibly.
But its fairly rare and mainly found in south and east...... leaves would be a decider! |

Veronica beccabunga- Brooklime rarely has pink flowers, so could be a possibility!

Hairless perennial of water margins and marshy ground. Widespread and locally common except in Scotland. Upright stems carry oval and pointed leaves. Pairs of pale blue flowers, arising from leaf axils, are borne in spikes June August. |
