any advice patchy brown cupressa wilma

Hi I have a wilma about 5 foot high.I had to move the conifer last year-I appeared to be ok for some months then we had several hard frosts over the winter.Its now patchy brown-very bad around the base-but looks like some new growth around the top.Ive fed it several time and water regularly.Can I save it or is it doomed.Its so lovely and will cost a forune to replace.Any advice

Unless your garden is very sheltered I would suggest this plant is really not hardy enough for N.E UK and certainly it's likely to frost blasted most winters. Not sure it would cost much to replace though - a £6 plant would make it to 5ft in a couple of years (given mild winters). Still I'd suggest a much more wildlife friendly and eminently hardy juniper as being far more rewarding alternative.
