I think it might be Cotton Lavender (Santolina)

Looks like theres some Field Pennycress (Thlaspi arvense) in the right-hand side of the bottom photo...... |

Ok with regards to the smell it was pretty potent and slightly spicey - but then im terrible with descriptions  The smell was reminicent of maritime wormwood - though it wasn't this plant.
It was growing quite widely on waste ground along a shelted part of the coast. |

Not something I recognise, maybe it doesn't extend to N.Yorks.
