Our local woods are owned by the City Council which does send round letters on a regular basis telling people not to do it but it's not that easy to check and enforce.
I think it's deplorable but really suspect that as long as people only dump stuff at the very edge it's no great problem - it's when people take stuff deep into the wood that serious damage can occur. Woodland edges are rather an iffy habitat anyway - after all, they come to an abrupt halt where gardens and buildings begin unlike a natural woodland ecotone. Better therefore that they dump stuff at the edge rather than trying to hide it in the deep wood?
But don't quote me! |

In the first instance report the problem to your local Council, present it as an Environmental problem, not as problem between neighbours. Most Council's have an online service to report this kind of thing.
If you don't get a positive response from your Council - then:
a) contact your Local Councillor and ask him/her to chase up your complaint.
b) contact your local Wildlife Trust and/or Woodland Trust and alert them to the problem, ask them to put pressure on the Council to act.
Good Luck

I just grassed them up to the local corporation. If you do this, give it a couple of weeks and if nothing happens grass them up again, and again....and again...until something happens.
My local corporation are useless and I found it quite therapeutic to keep badgering them in this fashion. So I managed to satisfy two bugbears for the price of one.
Saying that, we are provided with garden waste bins nowadays and thankfully most folk use them.
