Not a native, but a common garden plant that frequently seeds around + occurs as a casual. It's a spurge, Euphorbia characias, + like all of the genus has a milky latex which can be a skin irritant, though I've never had a problem with it!

It looks like a euphorbia not sure that what yours is though.

The main effect is photosensitisation. To get the real deal: work in hot sun in only a pair of shorts hacking through an overgrown garden once owned by a Euphorbia enthusiast -
the resulting blistering combines chicken pox with wasp stings, great fun !
