Could be a gall caused by the midge Hartigiola annulipes - there may be other ones? British Plant Gall Society is the site to look at for galls. |

It is Hairy Gall - Hartigiola annulipes as Paul says caused by a midge 
Took this photo on the 4 Sept 2007 on beech.
