I noticed this dock growing on the cliffy-edge of a stone/shingle beach, just beside a small stream that was seeping into the shingle.... 
And a larger picture of the seeds (why are my photos never in focus when I need them!) 
But which dock - once again help very appreciated, and much needed! |

If I may take a guess, I'd go for Curled Dock (Rumex Crispus), especially due to the shingle location. But that is just a guess  |

Tepal shape looks more like Clustered Dock, Rumex conglomeratus to me. |
