Looks nice and wooly which suggests Great Mullein to me.  |

Thank you both Jez and Tiggrx for your replies.
I am going with Hoary Mullein - Verbascum pulverulentum as the plants are growing in the Fens of East Anglia. Also having done a web search for Broussa Mullein - Verbascum bombyciferum the shape of the plant does not look the same.
