You need to look at the fruits (Tall Melilot has hairy fruits, Ribbed Melilot doesn't) or the relative lengths of the wings and keel of the flower (in Tall Melilot they are+ equal, in Ribbed Melilot the keel is shorter than the wings). Unfortunately can not make out these differences in the photo. |

Ribbed Melilot was my best guess, but I was by no means certain.
