Is this False Oats Grass - Arrhenatherum elatus ??

Looks like it, based on just the flower. Knowing habitat, height, seeing the leaves is useful, but I think it is False Oat nonetheless

I would guess Arrhenatherum elatius (False Oat Grass) too but the flower heads of the Helictotrichons can look a bit like this as well.

Yes, it is definitely this, and not a Helictotrichon, though as PeterJL says, they can look very similar in a photograph.
