Strange new insect...thing

i was in my garden and i found this really wierd insect,atleast i think it was an insect as it only appeared to have four legs (or atleast i could only see four).
it also had these things which i had initially thought were wings but were rigid and motionless and appeared to protrude from it's head it was mainly white on it's back bu seemed to have a browny sort of abdomen which seemed to be speckled...
can anyone tell me what it was?
