Provide suitable habitat such as dense undergrowth around the pond, log piles for hibernation/shelter. Also attract and encourage slugs and insects etc and they will come. However sometimes you house may be in a no go zone for newts and be isolated from other habitats, also you may not have them in the area. Its always worth a good look around your local wildlife ponds to see if you can see any, if there is some then you may stand a chance of getting some in the garden.
Just read on another thread that you have fish, get rid of the fish and you will stand a far better chance of getting them, the grass snake is a good sign the habitats good for your newts.
