At first impression, this sounds like a reasonable proposal, ie if people are making a profit from activities on land, then UU do appear to have the right to charge fees for access and this seems like a fair cop, however, I think the issues go deeper.
Firstly, there is the issue of where will it lead? We are all well aware of economical creep in other areas of life, its likely this will be no different with this move setting a precendent and other charges could begin to creep in.
Secondly, and most importantly, I believe this could have the effect of greatly increasing the number of large groups found on CRoW land. There are currently many guides that go into the mountains with small groups of 2 or 3 people, this business would struggle to meet the fees UU are talking about, it could have the effect of sending these guides out of business and the knock on effect would be the people who would have gone into the hills in groups of 2 or 3 will end up seeking out companies who are taking larger groups and can afford to cover the costs, the result being ever larger groups.
All round a bad thing in my opinion.
