Although the loss of no claims might attract less of a price uplift if suffiicient people were insured. I have knowledge of sport diving insurances, and some of their annual all risks premiums (if they will quote at all) are very prohibitive.
Of course there is the other probability, in as much as your consciencious people would be paying their premiums, whereas the idiots would still do what they were going to do anyway, regardless. Much as the multitude of uninsured drivers currently on the roads do.
