What causes it? Refractions from plate ice crystals in high to very high clouds.
Surely that's the sun with a bit of cloud in front of it? No, the sun was 22 degrees off to the right. You can see a bit of sunlght reflected from the leaves at top right, which wouldn't be so bright if the sun was obscured by cloud.

It would definitely have me off my bike scratching my helmet and phoning round to see if anyone else can see it. |

You can also get two sundogs - one either side of the sun, and occasionally one above the sun as well. Theoretically you can get one below the sun but if the sun is less than 22 degrees above the horizon, you won't see it. You also get various arcs around or near the sun (and sometimes round the whole sky so if you see one of these ice crystal displays remember to look behind you as well as sunwards (don't forget - never stare directly at the sun!).
