I took this on a cold foggy evening last November in Gloucestershire. That's the M5 in the foreground.
I suspect there's a nuclear power station involved as I've seen this on several occasions.

I would suspect that that is the steam output from either berkley or fawley power station - both coal (or oil) fired plants

Built there so it can use the river water for cooling. Water is retailed in lagoons for use at low tide, and the hot water is released back to the river. There was rumor of exotic fish in the warm water.
Berkeley nuclear power station (now closed) is a couple of miles further up river, and Hinkley is further down the river.
Once had policemen with machine guns come to talk to me when I was photographing dragonflies at Oldbury
