It is always sad when a youngster loses their life,it is a shame that
they do not elaborate on the type of container and its placement
It could help to avoid other tragedys

It could help to avoid other tragedys | I agree; with quite basic safety measures, a pond or water feature can be made a good deal safer.
More importantly, to teach children about the dangers of water.
That is so sad. I feel really sorry for the child's family

At 15 Months old a couple of inches would drown the poor thing,why was a child that young in a garden out of sight and unattended?
