is there a way wab could make the top bar scroll ?

it was reading the thread about the new look that inspired this question - i realise there probably isnt but all my web devolpment experience has been portal or editor based front end design work - i have the technical knowledge of a small wombat so thought id throw the idea at stu et al.

just to clarify what i'm wondering is whether the top bar with the wab logo, the home, refference etc , and the register, control, info etc could be made to stay at the top of the screen as you scroll down a thread (in the same way that for example Office does when you scroll down a document)
