The palps next to the mouthparts are fully developed, they look a bit like boxing gloves, you can see them pointing down in the photo.

Basically yes they do. They are usually visibly larger/swollen prior to the final moult to maturity also. They vary in complexity and are the main diagnostic feature in determining the species a spider is.
