On my allotment today in penzance I uncovered two of what looked like minature snakes they were 10-13 cm long, beige on top and jet black beneath, they appeared to be living undrground, are they babies perhaps .
Anyone know?

They sound like slow worms, technically legless lizards rather than snakes - and they love slugs!! Often to be found on allotments, the dark colour underside suggests that they may be juvenille slow worms.....

They could've possibly been young Grass Snakes although they were probably young Slow Worms judging by the colours you described. Slow Worms are legless lizards rather than snakes, they might've been hibernating but they'll probably be out above ground soon.

to work )and have to turn out to pick them up after she finds them in the tunnel

I hope they do like slugs because they are in for a treat if they hang out on my allotment.
They were very attractive looking things.
