If all all else fails and assuming you are using windows (I'm using XP Pro), try this:
Click on Start on the taskbar ---> click on run ---> type: msconfig ---> click on the startup tag ---> If you see the Adobe Photo Downloader there as a startup item, simply deselect it.
If that works, you'll see a warning next time you reboot, that you're in selective startup mode, simply tell it not to inform you.

Assuming your using XP, if you go to start, run, and type msconfig in the box. This runs the system startup utility. Go to the startup section and look for anything with Adobe. Click in the box where the tick is. This will prevent it from loading at startup. When you start up, you'll get a warning screen, simply close it and see if it's worked. If not, you can simply run the utility again and re-instate the program you stopped. It won't effect the main program, it simply stops the program installed on the tool bar. 
Most of the ones in the startup section can be safely stopped, but don't play around with any of the others, or you could end up with a not so happy system. |

| | | Re: How do I stop Photoshop Elements from... I beleive you are seeing the 'AutoPlay' feature of windows XP. Vista has a control applet to adjust these settings, but in XP you can either use a utility called TweakUI or :-
- when the USB drive (the icon which appears under "my Computer" when your camera / memory card is inserted) right click on it and select "properties".
- under the autoplay tab you can set what actions are taken with a particular type of file on the device (eg. pictures.).
- from the drop down list select "images" and in the panel below select what you want it todo, eg. 'Take no action'. Alternatively select the radio button below "prompt me each time... " to get a dailog box with options to appear each time the device is connected.
Hope this helps.
NB. This also works for CD / DVD / External HDD devices.

I think I did the same thing but in a slightly different way. I went via the control panel and then onto the services to 'stop' the Adobe downloader programme. I also disabled the start-up type from auto. I remembered doing something similar for a wireless network connection programme that came with a dongle a while back. I think you can also access the same options by right-clicking on 'My Computer' and then selecting services and applications then services if memory serves. Presume doing it this way will have the same effect?
I have not had chance to test if it worked yet as I am now on my laptop away from home at the mo. I shall re-test later and definitely try your suggestions if it didn't work this time. I wonder why just de-selecting the option in PSE didn't actually do what it was supposed to though!?

This will stop Photoshop automatically opening when a device is connected.
