What is the best program for cropping round an image and putting it on a white background?

Wouldn't say that any one program would be better at this task than another. Photoshop Paintshop or any photo editing software should achieve this fine. Matter of preference realy.

Boddie, if you want to try something new, but at minimum expense, gimp is free, powerful, and takes plug ins a la photoshop. Try here http://www.gimp.org/windows/

I use Photoshop CS2 but most programs will allow you to crop and then by increasing the canvas (set to white) you can add the frame
