Dormouse?

Although dormice are in hibernation at this time of year, every few weeks they wake up and have something to eat and drink. They then go back in to torpor and will re-emerge again a few weeks later to do the same.

It's possible you saw a dormouse doing just this, they tend to be quite sluggish when they come out of torpor for food.

I wouldnt say Common dormice have a "bushy tail", its just heavily furred but unlike species with what i'd describe as having a bushy tail, the dormouse's tail looks much smaller in comparison to body size.
