We live in the centre of a city and have regular visits from foxes. The very strong smell, once recognised, is not forgotten. From our experience they dig holes, and also several burrows, before then digging a proper set. Our entire garden was taken over by a vixen last year, who produced 5 cubs, and they had a series of tunnels. We have two cats and they survived the fox family! We dug over all the tunnels this year and found heaps of bones/rubber gloves/food rubbish. Unless you want your garden destroyed, I would fill in holes and discourage any potential fox family moving in. They are beautiful to watch, but stink and cause lots of mess.
