Hmmmmmm... bit intrigued by that one - roe and I guess muntjac will readily go through any pre-existing gap in a fence line but I have never encountered or heard of them actually making one where none existed previously.
Are you sure the muntjac made a tunnel or did they just squeeze under a gap between lower strand and ground?

What they did was a mixture of pushing up the bottom of the wire mesh as much as they could and scrabbling the soil away below it. So they made a groove about 15 cm deep at its lowest point under the fence. As you say, they probably made use of an area where there was already a slight gap between the fence and the ground, but they definitely enlarged it.
