What's digging these little holes?

We have two grassy areas in our garden, and in the last week something's been digging lots of holes in both of them. There's no obvious tunnelling, and we haven't seen tracks or turds anywhere. We wondered if it might be a fox digging for worms?

Most of the holes are quite small, just little scrapes, but some are bigger and deeper. If it's all done by the same creature, they've been very kind to spare the lawn near the house the bigger holes
