To answer one of your points CB; habitat, habitat corridors together with their ecosystems are essential for any living thing.
From a study done in Scandinavia and Russia it was found that the red squirrel numbers dropped rapidly in the years when the trees failed to produce cones, some species only fruit every twelve years, this is due to bad forestry management...well bad for the ecosystem rather than the timber merchants anyway.
Reds need lots more space than grey squirrels too. They also need habitat corridors to maintain a healthy population. So as such we need to address their habitat issues in order for them to survive in the land long term.

Alongside other measures, such as stopping dispersing greys from entering marginal areas where there are lower density red populations plus the food to sustain incoming greys.
However, this is a very short-termist approach. The critical reason for the reds being forced into more marginal areas is the expansion of a certain invasive species, and thus to restore our native squirrel we need to get rid of the greys, like it or not. How we do that is dependent on what is available ASAP, cost-effective and effective-which is usually shooting, I'm afraid.
