This might be the sterile crust of a Pertusaria - just a guess that has arisen because I've been looking into this genus lately. I think it looks right, especially the zoned margin. If so, the spot tests might help you.

Almost certainly Pertusaria hymenea that forms crusts just like this, long remaining barren - especially on young ash or sycamore.
