Although it looks like one, I think it's too small. It's more the size of an instar nymph, though perhaps too late in the year. If I'm wrong, it may be a Parent Bug, Elasmucha grisea
If not, could it be more a plant bug instead?

I think it may be the Birch Catkin Bug, Kleidocera resedae, which is a Seed Bug.
