The first looks like a Great Wood Wasp - Urocerus gigas, I think the gardener must've been quite unlucky to have been stung as the 'sting' on the wood wasp is really an ovipositor which is used when laying eggs. It must've felt very threatened to have used it's ovipositor as a weapon!
The second is a very newly emerged damselfly so it has yet to develop it's proper markings or colours. I'm really not sure of the species but if I had to guess I'd say Common Blue damsel.

I came across an Ichneumon fly and found that the "sting" was an ovipositer which is why I thought this insect might have been similar and not have stung the gardener.
There were a lot of Common Blues about so your suggestion fits well.
